I am a professor of international law and political science at Yale University and the president-elect of the American Society of International Law. I took leave from Yale to serve for a year as Special Counsel to the General Counsel at the U.S. Department of Defense (with TS/SCI clearance), and I have served as a member of the Advisory Committee to the Legal Adviser at the U.S. Department of State for more than twenty years.
