Introduction

The concept of jihad has always occupied a complicated and often contested position within Islamic thought. Although the term is commonly translated as “struggle,” its meaning has varied widely across time and context. Historically, jihad referred to a range of efforts, including personal moral discipline as well as armed conflict carried out under recognized political authority. In modern discourse, however, jihad is frequently reduced to acts of terrorism committed by non-state actors such as al-Qaeda or the Islamic State. This narrow association raises important questions about how the concept has evolved and whether contemporary interpretations reflect continuity with earlier traditions or represent a significant departure from them.

In this paper, I argue that traditional jihad and modern jihad differ in fundamental ways, particularly in terms of authority, structure, methods, and objectives. While modern jihadist movements draw selectively from classical Islamic sources, their interpretations are shaped far more by colonial legacies, globalization, and political fragmentation than by established jurisprudential traditions. Traditional jihad functioned within legal and political constraints tied to recognized leadership, whereas modern jihad reflects adaptation to modern conditions rather than a direct continuation of classical norms.

Traditional Jihad: Classical Foundations

In its traditional form, jihad developed within the framework of Islamic law and political authority. Classical scholars generally viewed jihad as a component of a broader legal and moral system, rather than as a permanent or unregulated state of warfare. Armed jihad was typically understood as a collective responsibility that required legitimate leadership, most often exercised by a recognized ruler or caliph. This framework imposed rules governing conduct, including distinctions between defensive and offensive campaigns, limitations on targeting noncombatants, and the acceptance of truces and treaties (Spencer 2018).

Historically, traditional jihad was closely linked to the expansion and defense of Islamic empires. Early Islamic conquests under the Umayyad and Abbasid caliphates were framed as both political and religious enterprises aimed at establishing Islamic governance and maintaining order. At the same time, jihad was not synonymous with constant violence. Periods of peace, diplomatic engagement, and coexistence with non-Muslim populations were standard features of Islamic imperial rule. In this sense, jihad functioned as a state-regulated instrument rather than an individual mandate.

What is often overlooked in modern discussions is that traditional jihad presupposed political unity and centralized authority. When such authority was absent or contested, the legitimacy of armed jihad itself became questionable. This reliance on structure meant that jihad was embedded within systems of accountability, even if those systems did not align neatly with modern international norms and standards. As a result, traditional jihad was as much about preserving political order as it was about engaging in conflict.

Modern Jihad: Fragmentation and Globalization

Modern jihad emerged in a radically different political environment. The collapse of Islamic empires, the expansion of European colonial power, and the rise of modern nation-states disrupted traditional sources of authority. By the twentieth century, no universally recognized caliph or centralized Islamic leadership existed. In this context, jihad was increasingly reinterpreted by individuals and movements operating outside formal state structures.

Contemporary jihadist movements are primarily non-state actors that claim religious legitimacy without a broad scholarly consensus. Groups such as al-Qaeda and ISIS frame jihad as an individual obligation that transcends national boundaries, rather than as a collective duty regulated by political authority. This shift has contributed to the erosion of classical constraints, particularly with respect to targets and methods. Suicide bombings, deliberate attacks on civilians, and mass-casualty violence have become defining characteristics of modern jihadist activity (Gabriel 2015).

Robinson’s model of the “four waves of global jihad” helps clarify how this transformation occurred. Beginning with the anti-Soviet jihad in Afghanistan and extending through the post-9/11 period, jihad evolved into a transnational movement shaped by identity politics, grievance narratives, and global media exposure (Robinson 2017). Modern jihad is decentralized and highly adaptable, relying heavily on propaganda and digital communication to achieve its objectives. Its objectives often prioritize disruption and symbolic impact over long-term governance and stability.

Seen in this light, modern jihad is less a continuation of classical practice than a response to contemporary political realities. It reflects fragmentation of authority and global interconnectedness rather than sustained adherence to historical legal norms.

Similarities Between Traditional and Modern Jihad

Despite these differences, traditional and modern jihad share certain conceptual elements. Both claim grounding in Islamic scripture and moral obligation, and both frame conflict as meaningful beyond material considerations. Ideas of sacrifice, divine reward, and communal responsibility appear across historical and contemporary interpretations.

Additionally, both traditional and modern jihad employ historical narratives and symbolism to legitimize their actions. References to early Islamic history, religious figures, and past conflicts serve to situate present struggles within a broader moral framework. These shared elements help explain why modern jihadist movements are able to present themselves as part of a continuous tradition, even when their practices diverge sharply from classical models.

Key Differences and Points of Divergence

The most significant divergences between traditional and modern jihad concern authority, scope, and methods. Traditional jihad was conducted by recognized political entities and regulated through jurisprudence. Modern jihad, by contrast, is led by non-state actors who reject external authority and interpret legitimacy subjectively. This shift has significant implications for how violence is justified and applied.

Targeting practices represent another critical difference. Classical jihad emphasized combat against enemy forces and generally imposed limits—however inconsistently enforced—on harming civilians. Modern jihadist movements frequently target civilians deliberately and frame such actions as religiously permissible or even necessary. This represents a substantial departure from traditional legal frameworks.

The goals of jihad have also shifted. Traditional jihad aimed at establishing and maintaining Islamic order through governance and administration. Modern jihad often prioritizes destabilization, provocation, and symbolic violence. Although ISIS briefly pursued territorial control, its ideology and methods differed significantly from those of classical state-based jihad.

Abdullah Azzam is often described as a transitional figure in this evolution. While he emphasized armed jihad and mass mobilization, his ideas helped pave the way for later movements that abandoned many traditional constraints altogether (Schnelle 2012).

Which Is the Truer Interpretation?

Determining which form of jihad represents a “truer” interpretation of Islam requires careful framing. Rather than evaluating theological truth, it is more appropriate to consider continuity with classical authority and legal tradition. From this perspective, traditional jihad aligns more closely with historical Islamic jurisprudence. It functioned within recognized political structures, emphasized collective responsibility, and imposed at least some limits on violence.

Modern jihad, on the other hand, selectively appropriates religious language while discarding key constraints. Its emphasis on individual obligation, global scope, and unrestricted targeting reflects reinterpretation rather than preservation. Counter-narratives highlighted by Haniff demonstrate that many Muslim scholars actively reject modern jihadist interpretations as distortions rather than authentic expressions of Islamic teaching (Haniff 2018).

While modern jihad draws inspiration from tradition, it represents a significant divergence shaped by modern political, social, and technological conditions.

Conclusion

Comparing traditional and modern jihad reveals both continuity and rupture. Traditional jihad developed within structured legal and political frameworks that regulated authority and violence. Modern jihad emerged in response to the collapse of those frameworks and reflects the pressures of colonialism, globalization, and identity conflict. Although modern jihadists invoke historical precedent, their methods and objectives depart markedly from classical norms.

Understanding this divergence is essential for both academic analysis and counterterrorism policy. Treating modern jihad as a timeless or inevitable expression of Islam obscures the historical forces that shaped it. Recognizing jihad as an evolving concept allows for more accurate assessment of extremist movements and more effective responses to contemporary security challenges.
