Introduction

Climate-induced migration has become one of the defining challenges of the 21st century, reshaping global security in ways that reach far beyond borders. As rising sea levels, resource scarcity, and extreme weather events force communities to move, states are confronted not only with humanitarian crises but also with economic, political, and maritime security risks. Nationalism—defined as a political ideology that prioritizes national sovereignty and identity over global cooperation—plays a significant role in how these movements are managed. In many cases, nationalist policies shape whether migration is treated as a shared global responsibility or a perceived threat to state stability.

This paper compares how the United States and two Southeast Asian countries—the Philippines and Indonesia—approach climate-induced migration through the lenses of nationalism, securitization, and regional cooperation. Both regions face significant pressures: the U.S. must balance nationalist domestic politics with its global leadership role, while Southeast Asian states manage internal displacement, fragile maritime borders, and the economic strain of environmental degradation. By examining how these states frame migration and maritime issues through nationalist narratives, this study explores how climate-driven movement affects both economic and maritime security. The analysis ultimately seeks to identify pathways toward cooperative, sustainable policy approaches that strengthen resilience in an era of environmental uncertainty.

Literature Review

Research on climate-induced migration and nationalism emphasizes how environmental stressors are increasingly framed as security challenges. The literature reveals that states interpret climate-driven displacement through political, economic, and ideological lenses that often reinforce nationalist priorities. Sheila R. Ronis (2011) highlights that national security traditionally focused on military and political domains while neglecting economic and environmental factors that directly affect state stability. Her analysis underscores the need to integrate sustainability and economic resilience into broader definitions of national defense.

Maria Julia Trombetta (2008) contributes a key theoretical lens, arguing that environmental issues are increasingly “securitized”—that is, treated as urgent national security concerns rather than routine policy challenges. This securitization process shapes migration policies, as governments justify border control or exclusionary practices under the guise of protecting national interests. Similarly, Peter Hough (2019) situates modern environmental security discourse in historical context, showing how the interdependence of prosperity and ecology has long influenced geopolitics. His work supports the idea that climate-induced migration revives nineteenth-century debates about resource scarcity and imperial control, now reframed in the language of globalized nationalism.

Recent studies extend these theories into the realm of maritime and economic policy. Oguzhan Turedi and Didem Ozer-Caylan (2021) identify how maritime safety, environmental protection, and national identity intersect in shaping national maritime policies. In regions like Southeast Asia, these issues converge as states securitize fishing rights, trade routes, and coastal resources in response to both ecological pressures and geopolitical competition. Maurice Beseng and James Malcolm (2021) further examine this dynamic in the Gulf of Guinea, where illegal fishing and maritime insecurity are framed as threats to sovereignty and food security, prompting states to blend environmental and nationalistic rhetoric.

Collectively, these scholars establish that nationalism mediates how governments respond to climate change and migration. In both developed and developing regions, national identity often determines whether migration is seen as a humanitarian issue or a security threat. This framing shapes not only border policy but also investment priorities, from coastal defense systems to renewable energy transitions. In Southeast Asia, nationalism has intensified maritime competition, while in the United States, it has fueled protectionist trade policies and border militarization. These intersections suggest that understanding climate-induced migration requires studying nationalism not as a background variable, but as a central force that shapes both perception and policy.

Theoretical Framework

This research draws on two key theoretical approaches—securitization theory and nationalism theory—to analyze how climate-induced migration becomes politicized within national security discourses.

Securitization theory, first developed by Barry Buzan and Ole Wæver, explains how issues are transformed from political concerns into matters of existential threat. Once “securitized,” a problem justifies extraordinary measures, including military or coercive responses. Climate-induced migration, when framed through nationalist rhetoric, becomes a security threat rather than a humanitarian crisis. As Trombetta (2008) notes, environmental change is increasingly framed through security language, reshaping how states respond to ecological and migratory pressures.

Nationalism theory, on the other hand, highlights the role of identity and sovereignty in shaping state behavior. Francis Fukuyama (2018) and Benedict Anderson’s earlier work on “imagined communities” suggest that national identity often hardens in response to external pressures, especially migration. In both the U.S. and Southeast Asia, nationalist politics amplify perceptions of “outsiders” as risks to stability and culture. This framework helps explain why many states securitize migration rather than addressing its environmental roots.

When combined, these theories illustrate how nationalist securitization transforms a global ecological crisis into a localized political issue. Rather than framing migration as a shared challenge requiring cooperation, states often interpret it as an intrusion that justifies economic protectionism and maritime militarization.

Case Study 1: The United States

In the U.S., nationalist responses to climate-induced migration are rooted in longstanding debates about border security, economic protection, and sovereignty. The southern border has become a symbolic frontier where environmental displacement intersects with political identity. As extreme weather and drought devastate regions in Central America, thousands of people migrate northward—many driven by environmental degradation rather than political persecution.

The U.S. response, however, has been shaped by a nationalist framework that prioritizes containment over adaptation. The National Security Memorandum (2020) and successive Department of Homeland Security (DHS) strategies emphasize maritime and border control as extensions of homeland defense. The emphasis on “American jobs” and “homeland resilience” reflects a protectionist logic that often excludes migrants affected by climate change.

Economically, nationalism influences trade and resource policy. While the Inflation Reduction Act (2022) introduced substantial climate investments, many of its incentives are designed to favor domestic production— “Made in America”—rather than fostering regional adaptation partnerships. This approach strengthens internal resilience but limits cross-border coordination on migration, particularly with Caribbean and Latin American states facing climate-driven displacement.

Maritime security also reflects this insular tendency. Illegal fishing, drug trafficking, and human smuggling in U.S. coastal waters have been increasingly militarized. However, as the National Strategy for Maritime Security (DHS, 2015) notes, addressing these threats requires global collaboration, particularly in the Pacific and Caribbean regions. By treating maritime migration as a national threat, U.S. policy inadvertently perpetuates insecurity across its maritime periphery.

In short, American nationalism redefines climate-induced migration as an external invasion rather than a shared humanitarian crisis. This securitized stance stabilizes domestic politics but risks long-term instability across hemispheric maritime and economic systems.

Case Study 2: The Philippines

The Philippines, an archipelagic nation of over 7,000 islands, experiences some of the world’s highest rates of climate vulnerability. Rising sea levels, typhoons, and ocean acidification have forced entire coastal communities to relocate. Unlike the U.S., however, the Philippines frames much of its climate-induced migration within a humanitarian and adaptive lens—though nationalism still plays a dual role in shaping responses.

According to Beseng and Malcolm (2021), maritime insecurity in the region—particularly illegal fishing and resource depletion—has been “securitized” as both an environmental and national defense issue. The Philippines’ maritime identity, heavily tied to the South China Sea disputes, has fueled nationalist rhetoric emphasizing sovereignty and territorial integrity. These tensions complicate cooperative migration management, as displaced coastal populations often move internally rather than regionally.

Economically, climate migration undermines agricultural and fisheries-based livelihoods, pushing rural populations toward urban centers. This internal migration strains city infrastructure, intensifies inequality, and amplifies economic insecurity. The government’s Build Better More program, while emphasizing resilience, also channels nationalist pride in self-reliance and reconstruction. However, as Trombetta (2008) warns, when environmental adaptation becomes politicized, policy outcomes often serve national image rather than sustainable reform.

Despite these challenges, the Philippines has been more open than many Western nations to framing migration within the framework of human security. Through ASEAN’s frameworks, it has promoted regional climate adaptation, disaster preparedness, and maritime cooperation. However, domestic nationalism, particularly around sovereignty and resource competition, continues to limit deeper transnational integration.

Case Study 3: Indonesia

Indonesia presents a parallel but distinct case. As a sprawling archipelago with vast marine territory, it faces acute environmental risks, from coral bleaching to rising sea levels that threaten Jakarta itself. The government’s decision to relocate its capital to Nusantara in Borneo reflects the reality of climate-induced displacement on a national scale.

Like the Philippines, Indonesia’s nationalist responses blend sovereignty with development. Maritime policy, articulated through President Joko Widodo’s “Global Maritime Fulcrum” vision, positions Indonesia as a dominant regional maritime power. Turedi and Ozer-Caylan (2021) argue that this framework securitizes maritime governance—linking environmental stewardship to defense and economic competition.

Indonesia also faces transnational migration pressures, as workers move between islands and neighboring states due to declining agricultural productivity. Nationalist rhetoric often portrays these internal migrants as both victims and symbols of resilience. The state’s focus on “self-sufficiency” in food and energy aims to reduce dependency on global markets but risks neglecting cooperative environmental management.

On the maritime front, Indonesia’s nationalist emphasis has helped combat piracy and illegal fishing, but it has also intensified regional competition, particularly in overlapping territorial waters. This mirrors global patterns in which nationalism undermines collective action, even when cooperation is essential for sustainability.

Comparative Analysis

Across the U.S., the Philippines, and Indonesia, three themes emerge: the securitization of migration, the nationalist framing of maritime and economic policy, and the tension between sovereignty and cooperation.

First, all three states have securitized climate-induced migration, but the degree and direction differ. The U.S. defines it as a border threat; the Philippines and Indonesia frame it as a national-development challenge. This divergence reflects differing political cultures—Western liberal nationalism tends toward exclusion, while Southeast Asian nationalism often blends security with collective identity.

Second, nationalism shapes maritime governance. In the U.S., maritime security is primarily defensive, focused on interdiction and territorial integrity. In Southeast Asia, it is both defensive and economic: control over fisheries, ports, and shipping lanes represents national pride and livelihood protection. As Beseng and Malcolm (2021) observe, the “securitization of fisheries” reveals how environmental protection becomes a means of expressing sovereignty.

Third, economic policy becomes a vehicle for nationalist expression in all three contexts. The U.S. favors protectionism and domestic manufacturing; the Philippines and Indonesia emphasize self-sufficiency and local adaptation. However, these same policies can also limit global coordination, especially in addressing transnational crises such as migration.

In essence, nationalism serves both as a stabilizing and constraining force. It mobilizes resources and public support but often resists external partnerships. The theoretical lens of securitization shows how framing migration as a threat justifies coercive measures, while nationalism theory explains why those measures are politically appealing. The result is a paradox: efforts to defend sovereignty can deepen insecurity by fragmenting the very systems, economic, ecological, and maritime, that require cooperation to function.

Conclusion and Policy Recommendations

This comparative analysis of the United States, the Philippines, and Indonesia demonstrates that nationalism deeply shapes how nations interpret and respond to climate-induced migration and environmental insecurity. Across all three cases, securitization transforms environmental stress into a matter of sovereignty and control, while nationalist narratives determine whether migrants and ecological threats are treated as risks or as opportunities for cooperation.

In the United States, nationalist policy frameworks often prioritize border defense and economic protection over collective adaptation. While agencies such as the Department of Homeland Security recognize environmental degradation as a national-security risk, the political narrative continues to emphasize deterrence and containment rather than resilience. Conversely, in the Philippines and Indonesia, nationalism manifests through maritime sovereignty and economic independence. These states securitize resource protection as an extension of national pride, linking environmental policy to territorial control in contested waters such as the South China Sea.

However, nationalism can be reframed as a constructive force. When tied to shared stewardship rather than exclusion, it can foster unity and purpose in addressing environmental displacement. Building on Ronis (2011) and Hough (2019), sustainable national security requires integrating economic, environmental, and human dimensions—recognizing that stability rests on ecological and social resilience as much as on defense capabilities.

To that end, this study proposes several policy recommendations:

Reframe Nationalism as Environmental Patriotism: States should emphasize environmental protection as an expression of national pride, encouraging citizens to view sustainability as a patriotic duty.
Institutionalize Climate-Migration Coordination: The United States and ASEAN nations should create interagency and regional frameworks to coordinate migration policy, humanitarian response, and maritime enforcement.
Invest in Maritime and Economic Resilience: Expanding infrastructure for coastal adaptation, renewable energy, and sustainable fisheries will reduce both displacement pressures and economic vulnerability.
Promote Transnational Dialogue: Integrating environmental security into existing regional forums—such as ASEAN and the U.S.–Philippines–Indonesia trilateral dialogues—would enhance collective readiness and reduce the risk of competitive nationalism.

Ultimately, climate-induced migration reveals that national and global security are inseparable. Securitization and nationalism need not lead to isolation; when applied with foresight, they can strengthen cooperation and resilience. As Trombetta (2008) suggests, the challenge of the future is not to de-securitize climate change but to redefine security itself—to see environmental stewardship as the foundation of human and national survival.
