“Until one has loved an animal, a part of one’s soul remains unawakened.” – Anatole France
Two recent disturbing incidents at local Humane Societies remind us how much dogs depend on the love and care of humans, and how horrifying it is when that trust is broken.
A $1,000 reward is being offered by NYS Humane Association for information leading to the arrest and conviction of those responsible for an incident on Nov. 21, 2025.
A one-year-old tan mixed breed, now named Frankie, was captured on camera before he was dumped at 44 Saw Mill River Road in Yonkers near Oakland Cemetery. Frankie was rushed to a local veterinary hospital with a deeply infected and painful laceration to his neck and throat, largely exposing his underlying tissue. His injuries required a two-hour-long emergency surgery.
The photo of Frankie before his surgery is too graphic to show here, but below is Frankie, “after.”

“Without proper veterinary care, this sweet dog would have likely succumbed to his injuries,” says Shannon Laukhuf, SPCA Westchester’s Chief Executive Officer. “Sadly, Frankie also appeared to be neglected as he was extremely underweight.”
SPCA Westchester’s HLE Unit is urging anyone with information to call our Confidential Animal Cruelty Hotline at (914) 941-7797. To view the video, please copy and paste this link into your web browser: https://youtu.be/a0f8Wb2kk1I
Another incident on Jan 15, when two people left a dog at The Humane Society of Westchester at New Rochelle is at 3:30 in the morning.
In a post on social media, the organization described the incident and shared that the female dog was left outside for five hours in the cold and dark.
“This is a difficult video to watch, but please watch the whole way through,” the post stated. “This poor girl was left for 5 hours in the cold and dark. This is not ok. This is never ok.”
CCTV video shows two people exit a car with a dog, set up a dog crate, put the dog in the crate, close the crate and walk away as the dog yelps plaintively. The temperature outside at that time was in the mid-30s Fahrenheit.
The Humane Society emphasized that the abandonment occurred early that morning and requested public assistance in identifying the individuals involved.
“Please call with any information at 914-632-2925 or message our social media pages,” the post continued. “ALL CALLS ARE STRICTLY CONFIDENTIAL.”

These stories are so sad. People treat pets like garbage. I hope these owners are caught and punish.
