The owners of a Sheffield shopping centre with a notorious car park are selling up.

The building on Fulwood Road includes Sainsbury's, Morrisons, Costa and Boots.

It is also home to Excel Parking’s rooftop site which at one time attracted complaints over its ‘10-minute rule’.

Excel gave drivers 10 minutes to either park and pay, or leave, before it issued a demand for £100.

But some drivers complained it took much longer than that to download a payment app, read the terms and conditions, upload their bank details and pay for parking.

At its height, the car park was believed to be earning the company £500-an-hour.

Excel imposed time restrictions at other car parks, with some offering as little as five minutes to pay.

Eventually 11 MPs, including Abtisam Mohamed in Sheffield, united to put pressure on trade associations International Parking Community and British Parking Associaton who banned the practice nationally.

In February 2025 the IPC confirmed drivers in car parks controlled by cameras - including Broomhill Rooftop - could pay at any time during their stay.

Parking companies including Excel were forced to fall into line because they depend on membership of the IPC or BPA before they can buy drivers’ addresses from the DVLA.

Excel has a contract to run the car park until March 2029, according to Allsop auctioneers. The centre is in its July sale.

David Margolis, partner at Allsop Commercial Auctions, said: “We expect considerable interest in The Broomhill Shopping Centre, which is well located and connected, with a strong mix of national occupiers and established local tenants.

“It also offers attractive asset management opportunities. Assets of this scale and quality rarely come to market.”

Private parking firms send Parking Charge Notices demanding up to £100.

But many argue they are simply invoices for allegedly breaching terms and conditions written by a parking company.
